County Administrator/Comptroller/Purchasing/Payroll
This department manages and controls all financial and purchasing functions of all county departments and the Clerk Courts in accordance with generally accepted principles of government accounting and various Mississippi statutes and Administrative Codes.
The department is comprised of three main areas:
- General Accounting
- Accounts Payable
- Payroll
- Purchasing
Duties of the finance department include:
- controlling expenditures and obligations (including operating expenses, debt, payroll)
- receipting and depositing all revenues
- managing the investment of all monies
- accounting for all assets and capital project expenditures
- internal and external reporting
- purchasing all equipment, supplies, materials and services used by any office or department of the County except for those offices or departments whose expenditures are not required by law to be approved by the Board of Supervisors
The financial activity of all county departments is supervised by the Finance Officer to ascertain solid internal controls are in place.

County Engineer
The county engineer prepares all construction and maintenance plans and estimates as well serving as the project superintendent of the work. The county engineer prepares reports of progress and payments for the board of supervisors. The county engineer is also responsible for coordinating grant opportunities for construction maintenance or improvements.

Emergency Management
Newton County Emergency Management is designed to prepare, respond and recover from several types of disasters ranging from natural, man-made or technical emergencies that occur in Newton County. Newton County Emergency Management (NEMA) is a multi-function agency and responds to disasters such as: severe weather emergencies including thunderstorms, tornadoes, floods, large fires, and hazardous materials. Newton County Emergency Management office also acts as a liaison between State of Mississippi and Federal Government Agencies during the course of a disaster. Newton County Emergency Management Office also provides E-911-addresses to the incorporated areas of the county to provide an accurate 911 database for Newton County. Providing accurate location is crucial during an emergency. That is why each resident of the county should have reflective numbers on mailbox, or attached to a reflective sign at the resident. Reflective signs may be purchased at the Local EMA office located in the courthouse at Decatur. Newton County Emergency Management office is located inside the courthouse at Decatur and is open Monday – Friday 8: 00 AM – Noon, 1:00 – 5:00 PM.

Road Department
The Newton County Road Department is responsible for the maintenance, up-keep and improvements to all county roads and bridges.
